[PATCH] "Show only important text" mode for toolbars

Racing ahead of myself, I started with customizing Konqueror's toolbars and 
found I can't get rid of any of the extra toolbars installed by konq-plugins. 
Removing actions from them is ignored and the extra toolbars themselves can't 
be globally disabled. Known bug?
