Well, I don't think this is a great idea. Creating a very basic sound theme 
switcher and a very draft sound theme description file format won't do any 
good. There should be a possibility to have a really default theme with all 
the sounds, and then use incomplete themes that would only replace several 
sounds of the default theme. Think of the icons - the crystal theme (and 
formerly the low/hi color themes) has all the icons, and some other themes 
may base on it, replacing the % of icons they currently can.
