I mark stuff as JJ whenever it seems appropriate (wishlist, not that much 
work, fairly well defined what needs to be done). I promote it whenever I 
can, too, when people show up asking "I'm new and want to help." Not to 
mention regularly posting

as the link to get all the JJs. You can see that not many developers - nor the 
quality teams - are marking wishlist items as suitable for starting. I'll see 
if I can poke Fab at the dot to put up something about it.
