Andras, of all KDE developers I wouldn't have expected you to ask such a 
question. Why would a user want an upgraded Quanta? Why wouldn't the 
same user also want an upgraded Konqueror? What's so special about 
Quanta? ;-)

If you can't answer this question yourself then you might want to ask 
Eric why he wanted that Quanta (even Quanta 3.3 BE 2 according to the 
Quanta homepage) still runs with KDE 3.1.x.
