IMO having the kde desktop without konsole, konqy, kfind doesn't make sense 
(as opposed to the other way round: running konqy e.g. in xfce makes sense).  
And kdesktop and konqy both use libkonq, which is in kdebase (but which could 
even move to kdeframework...).
