Only if you somehow connect PDF files with printing, which only those do 
which know how pdf output is actually implemented.  But in fact it has 
nothing to do with printing, so for the usual user this strange "printing 
to a virtual printer to save a file" is not consistent at all.  For them 
it merely looks like a document type conversion (much like for instance 
saving it in MS word format), which indeed it even is.

How would you start if in a graphics application someone asks you to
produce PNG file?  By searching in the print dialog for the magic "print
to file, type png"?
