  We need a solution for always-on-top windows then, not a new solution.  The 
previous solution was completely unusable because clicks on tray icons 
resulted in no visible effect sometimes.  I guess with always-on-top windows 
people just have to live with this, but they shouldn't be subject to it in 
all cases.
