We keep it beacuse not everyone has a sound card and external speakers.
The visual bell is currently connected to the system bell, ensuring that 
is also works for non-KDE applications using the system bell.

But maybe it would make sense merging the visual bell kcm with the system 
bell kcm and/or the system notifications. IIRC there are some problems 
with the way the visual bell settingsa and the bell settings interact, 
but I currently don't exactly remember would those were. I will have a 
look at that.
