You are confusing two different issues - KDE applications having the text, and 
how it is displayed under a particular theme.

In the leadup to KDE 3.3, can we have a feature / theme that highlights the UI 
elements that don't have "WhatsThis" text associated? There is a similar 
feature that shows broken / overlapping accelerators - maybe that could be 
modified?
