Wrong.

German UrhG §53 (1):
"Zulässig sind einzelne Vervielfältigungen eines Werkes durch eine 
natürliche Person zum privaten Gebrauch auf beliebigen Trägern, sofern 
sie weder unmittelbar noch mittelbar Erwerbszwecken dienen, soweit 
nicht zur Vervielfältigung eine offensichtlich rechtswidrig 
hergestellte Vorlage verwendet wird."

Rough translation:
"Allowed are single duplications of a work made by a natural person for 
private use on an arbitrary medium, [...], as long as no obviously 
illegally produced copy is used for the duplication."

Note that in Germany it's illegal to circumvent "copy protections". It's 
pretty much obvious that any court will decide that any copyrighted 
material on a p2p network (or whereever) which was originally sold on a 
copy protected medium is an "obviously illegally produced copy". So you 
better don't download (== copy to your computer) any copyrighted 
material in Germany unless you are 100% sure it's no "obviously 
illegally produced copy".
