For convenience I reply to this whole in thread in a single message.
For technology that some people might be inclined to use for illegal means it
is important to
a) make sure there is sufficient _actual_ legal use of the technology. Note
that I say _actual_! It is not sufficient that it could, perhaps, one day,
once you find someone, be used for legal activities. Such activities much
actually take place.
b) make very, very sure not to advocate any illegal use on websites,
mailinglists, in documentation or in the program itself. It wouldn't hurt if
you would point users of the program to copyright laws that are applicable to
them so that users can decide for themselves whether their intended use is
within the law or not.
The goal of this all is to stay far away from committing "contributory
copyright infringement"

It discusses two different cases and one of them is found on the wrong side of
the law, it is important to recognize what sets these two cases apart in
order to make sure that KDE remains on the correct side of the law.
As long as you follow the above recommendations I see no reason against
inclusion in kde-extra-gear. Same for kmldonkey.
