If you put the GPL'd binaries to the webpage, you must put there also the
sources. Section 3:
"If distribution of executable or object code is made by offering
access to copy from a designated place, then offering equivalent
access to copy the source code from the same place counts as
distribution of the source code, even though third parties are not
compelled to copy the source along with the object code."
Note the "same place".

I think offering them the sources only if they request can be interpreted as
a violation of GPL, as this is somewhat a restriction of their rights to
get the sources. You may read the GPL FAQ, IIRC it has a section dealing
with this case.
