kwin bug?

hi all....

looking through recent bugs on b.k.o i came across this jewel:

thinking i'd screwed up again ;-0 i looked through the code that manages the 
windowlist button on taskbars (internal, external.. doesn't matter). oddly 
enough it seems that if there's a main application window showing the bug 
manifests itself. but if there are only _dialogs_ (e.g. app configuration 
windows) it doesn't happen; and if the app windows on that desktop are 
MINIMIZED it doesn't happen.

this leads me to think it's a kwin bug. can anybody verify / deny this hunch?
