Needs to have a higher level introduction that puts KControl in context. After

don't actually know what a KControl Module is. The nearest the HOWTO gets is 
"A KConfig Module is a small library with a KCModule subclass containing code 
which builds and support a interface for configuration tasks. The module is 
then encapsulated in a parent application, for example kcmshell, KControl or 
KCMultiDialog." That is too technical, assumes knowledge of KCModule, and 
doesn't tell me when I need to write a KCM, and when some other technology 
might be more appropriate. The Module guidelines don't even get that far.

Some of the guidelines appear unnecessarily prescriptive (eg mandating a 
filename for the main widget UI file).

There is some stuff that isn't complete. For example the first para of: 
http://developer.kde.org/documentation/standards/kde/kcontrol_style/wording_phrases.html
isn't all there. The second para doesn't read well (perhaps should s/is/are/ )

Some of the stuff in here is very high level, and isn't specific to KCMs. 
Perhaps it should go into a more general document.
