Speaking for myself. Sometimes I am busy working on something else and do not
have time at that moment/day to look into the patch... one day passes... two
day passes... and by then that mail is somewhere deeply hidden between a
dozen other messages.
If I get a new mail a week later chances are that I then do have time.
Attaching patches to a bugreport is certainly a good idea because if a patch
gets missed at the first attempt there is still a good chance that someone
else who goes over the bugreports encounters it and applies it. It might not
always happen, but it's more likely.
Bug triage may be able to improve that process.
