[Patch] distinct kcontrol make install fails

Hello,

For KDE_3_2_0_RELEASE,

	make install DESTDIR=/tmp/somewhere

fails in kdebase/kcontrol/kcontrol/Makefile.am on install-data-local at

	$(INSTALL_DATA) $(srcdir)/kinfocenter.desktop 
$(DESTDIR)$(kde_appsdir)/System/

The cause: $(DESTDIR)$(kde_appsdir)/System doesn't exist yet.

Proposed fix: see attached patch

Ok to commit to branch?

As I'm successively $(DESTDIR)ing all kde packages, expect more such messages 
to appear on the list.
