This is "new" from a user perspective right? So something like Zack's kspell2 
work isn't really "new", even though it will likely be a substantial 
improvement.

In my case, support for a file format that wasn't previously supported might 
be NEW IN KDE, but a refactoring with improved performance isn't.

I guess docs are basically never NEW IN KDE, because we shouldn't have 
released the apps without docs in the first place :-/
