I actually consider this a good technology. 
The point I try to make is that many users have a strong preference for one 
desktop over the other. The reasons for this strong preference are different 
paradigms or philosophies in terms of development methods, usability and 
design (which in turn define our project). If the user prefers one desktop 
environment over the other then the desktop should also visually promote 
itself by using its own branding. Using the same branding of the respective 
preferred desktop across applications that are using other toolkits is just a 
legitimate thing to do as it improves the user experience and shows how well 
the desktop integrates with other applications while still keeping the 
branding of the preferred desktop.

You can do this _now_ already. If you use SUSE or any other half decent 
desktop distribution then if you boot into KDE all Gtk-applications _will_ 
visually adapt to the KDE design and vice versa. I don't see any need for a 
seperate icontheme just to make the apps look the same and consistent.
Right now we can and do already provide the user with such an advantage 
without loosing our own branding if the user prefers to use KDE.
