Proposal for KDE 4.0

Hello,

A couple of days ago I have filled a Wish on BugZilla and till that day
I see people keep voting for it. Now some of the people who have voted
also contacted me in private and asked me whether I can forward this
Proposal to the core developers list which I am doing right now.
