I had already checked that to the best of my knowledge, but checked again. 
KDEDIRS is not set, and KDEDIR is set to the correct dir.  I had removed 
that directory before starting a fresh KDE build so that installation 
should be as clean as it can be...

I also tried to set KDEDIRS instead of KDEDIR, but no change.

Yes, but I really need one KDE that I know to work on that box...
and CVS is not always as stable as it is now ;-)
Maybe I'll do that as a temporary solution. 

Anyway, I'm running out of time at the moment and cannot investigate 
any further. And I think this is no longer on-topic for kde-core-devel anyway.
