Since there is some confusion here's what's going to happen tonight, 
unless someone will show me that there's a better way:

- kdeui/kspell2 directory is created with all the kspell2 code (without 
plugins of course). a noinst library is constructed in kspell2 dir 
which is linked with libkdeui. so whole kspell2 is in kdeui
- kdelibs/kspell2-plugins - directory is created with ispell and aspell 
plugins,
- kspell is being deprecated.
