See the "kconfig_compiler requirement" thread. I solved this by removing the
#MIN_CONFIG line from configure.in.in, copied the content of admin/
configure.in min there and changed the following things in this copied text:
dnl KDE_USE_QT:
KDE_USE_QT(3.1) (or whatever QT version you want)
KCONFIG_COMPILER="compiled"
It doesn't require the kconfig_compiler anymore and you can set there the
minimum QT which is required for KOffice.
