Setting KCONFIG_COMPILER needs to happen before KDE_SUBST_PROGRAMS,
which in case of quanta using MIN_CONFIG means that you'll probably
have to ditch MIN_CONFIG and include configure.in.min yourself and
then set KCONFIG_COMPILER before AC_PATH_KDE then.

But maybe there's a cleaner solution.
