kconfig_compiler requirement

Hi,

 With the introduction of kconfig_compiler there is a check in the admin dir 
for it's presence. But this breaks CVS HEAD applications that are developed/
run under KDE 3.1 as after an update the configure will fail because 
kconfig_compiler is not found. Those applications in question (which must 
work under KDE 3.1, like Quanta, KDevelop, Kopete and others) won't use 
anyway the new features which require the kconfig_compiler. Is there any 
possibility to disable this check per application/module in the 
configure.in.in? I've tried KCONFIG_COMPILER="compiled" without any luck.
