modal dialog locking user's desktop

I just came across this, and I think it needs an urgent (possibly simple) fix.
Simple test case of the problem:
1) The user has an external taskbar instead of the taskbar applet. Maybe a
taskbar on top as lots do.
2) The user wants to change an icon on kicker, so he follows the following
procedure:
Right click on the icon-> properties->click the icon, and the dialog to choose
icons pops up. This dialog is _modal_
3) The user clicks on another big or fullscreen application (kword, konsole,
konvi, whatever)
4) The user, unless experienced in KDE, has a completely locked desktop. He
can't switch tasks, since the dialog is modal, and he can't see the dialog,
since it's hidden on the back of the current application.
5) As he doesn't know that Alt+Tab switches tasks, he does a hard reset of his
dad's computer :)
The fix should be easy: making that dialog non-modal. I don't know if there's
a reason to keep it modal. That's why I'm sending the e-mail here.
