PATCH: ftp and sftp upload resumption...

Hi,

I want to apply the following small patches to both the sftp and ftp ioslaves 
that reverts the ability of these two io-slave to resume uploads even when 
marking files as partial is disabled. It simply does not work well if we do 
not have non-partial files and causes more problems than I had originally 
anticipated. Any objections ?
