Patch to allow disabling of mp3 and ogg support in arts

Hi,

Bug 49187 contains a patch, which is attached to this email for convienence, 
that allows one to disable mp3 and ogg support in arts by adding parameters 
to configure. Could someone look it over and let me know if it's ok to apply. 
I'm not very good with this automake stuff.
