KDateWidget doesn't allow years before 1970

Hi,

KDateWidget in KDE 3.1.2 doesn't allow years below 1970.  It appears that 
there is a fix for this in HEAD. George Stakios suggested I submit a patch 
here but since this is only against KDE_3_1_BRANCH there doesn't seem to be 
much point if it can be backported.
