It's a completly different widget.
The main differences are:
1) since it allows more than one tab raised at the moment (eg kony's
sidebar), it doesn't really make sense to make it look like real tabs,
but more like buttons
2) it allows a vertical orientation (see kate, konqueror, kexi (+ fork
of an very old version in kdeextragear-2/kile (still named
kmultiverttabbar)
3) an option to only show the text of "raised" "tabs"
