New methods for KImageEffect

Hi,

I propose to add three methods and one enum to KImageEffect. These are 
slightly modified versions of methods found in "kdebase/kcontrol/background"
and I plan to use them in libkdegames.
I think it makes sense to have them available globally in kdefx.
