I agree with all your points (beside I think that KDE doesn't install cgi scrpts 
since KDE1 :), but none of them can be fixed for KDE 3.2. Remind me when
we start working on KDE4.

But I have another TODO item that might help you already: modify configure
to install in the suffix that kdelibs expects.
