It is a function that influences the general layout of the application and as 
such not so different from Show Toolbar/MenuBar/StatusBar. Those are placed 
in Settings although you can argue if that really makes sense.

The purpose of the View menu is to provide options that influence the 
presentation of information within the main-window. I don't think "Full 
Screen" in general fits in with that. For applications such as kghostview and 
kview the View menu might not be a bad choice since within the context of 
those applications the action can be seen as a image-scaling function. But I 
don't think having it in the View menu would make sense for other 
applications.

So, although not perfect, I think that the settings menu is the best location 
to standardize for the "Full Screen" option.
