make ktip configureable?

Hi,

i've got a email with a feature request for ktip, to allow setting up
custom tip files with a kcmodul. A similar request is already at
bugs.kde.org (#41950). Shall we add such a kcmodul to kdebase or
would a config file entry be enough?

IMHO the normal user won't change its ktip file and this feature will
be used by admins only, so a config file entry would fulfil their needs.
Any other opinion?
