3.1: tags, branches, release.. who knows?

It's been a while since KDE_3_1_0_RELEASE was tagged, but countless bugfixes
have been made since. Are those going to be in, or only when Dirk has been
e-mailed about specific files?
I've had some architectural changes in Atlantik that work like a charm in HEAD
and the old code is constantly causing bug reports for the branch that are
fixed with the new code in HEAD, so I finally backported the changes.
Unfortunately, this means at least 10 more files for which the tag would have
to be updated.
What's the status on binary packages? If they're not done, I wouldn't mind if
anything currently in KDE_3_1_BRANCH would make the release.
