DNOTIFY support and some timing

Which leads to the question why kded polls so often? I just checked that win2k 
does not poll at all (needs Fn-5 in order to refresh the view).
Maybe changing the poll intervall to 4 seconds should help.

These numbers look very dramatic to me (I never expected that the polling 
makes such a noticable impact) and I must agree that I do not like permanent 
polling either.
