thx seems NetAccess will do just fine to read and write the config file 
remotely

I'v looked over the code for kio_fish and i tink with a small patch it would 
be able to execute any code since kio-fish relies on executing code on the 
backend anyway.
I will need to talk to the kio_fish maintainer about that.

or are there so many security problems involved with executing any code?
