the problem is that if the window is visibly obscured by another window, it 
should be brought forward. if the window is not visibly obscured, it should 
be hidden.

right now, a window that isn't active is being treated the same as a window 
that is visibly obscured. this is, IMHO, obviously wrong (at least from a 
human's perspective =) since the window may indeed be visible but simply not 
have focus. when i looked into fixing this some weeks ago i didn't quickly 
find a reliable way of determining whether a window is obscured visibly or 
simply just not focused. i have the feeling that the fix requires a better 
understanding of the internals of X than i have. =(
