KDE_3_0_BRANCH: can't do make -f Makefile.cvs!

OK, I take that back. The check for the correct version was added only
in HEAD. But fact is: KDE 3.0 was released when automake 1.5 was just
released and that's the only version supported - automake 1.4 should 
work too, but is not supported. End of story.
