But are there that many fuzzy and new strings to translate? Yes, I know that 
every translation team is busy with HEAD, but if we're talking about half a 
dozen strings per language, you get that done in 15 minutes. (Not the case 
with documentation, of course)

If that is so, then I propose this for the next time: once we start working 
for KDE 3.2, or, say, after KDE 3.2 alpha 1, the KDE 3.1 branch should go 
into message freeze (or almost freeze).
