xmlgui files are not _allowed_ to be valid. Why? B/c when you add
<?xml version="1.0" charset="utf-8">
at their top, you lose the ability to save custom keybindings and 
possibly other things in the file. Reported some months ago against 
kdelibs. Not fixed yet (didn't get a close notification; am owner of 
the bug). Oh. It _is_ fixed (damn, am not owner, just reassigner ;-)

Ok, then there should be no reason anymore to not check the files for 
validity.
