Works for me. Are you sure you don't have a local .desktop file that
specifies Exec=kate (without the %U) ?

(In fact for me it defaults to opening it in KWrite - without kfmexec.
If I use "Open With..." and type "kate", it finds kate.desktop, which specifies %U).

[I suspect we have many more places where local8Bit is being used for filenames :(]
