Yes, and the only meaningful testing is testing that finds bugs in the KDE
releases. Testing that find bugs in vendor packages is fine, but it
doesn't result in anything useful for improving KDE.
If the goal is to improve the KDE release itself, then problems in things
like kconf_update and its users need to be isolated from problems with
vendor packaging.
