[Patch] kconf_update

Hi,

kconf_update seems to be broken, at least the following file is not being 
applied. Processed yes and put into the kconf_updaterc, but it doesn't do 
anything.

Key=Show Klipper Popup-Menu
AllKeys
RemoveGroup=Global Shortcuts

The attached patch seems to fix this (skip was always set to true, but it 
should only be true if m_bUseConfigInfo is true). I think, because that 
variable name doesn't tell me anything (it's only true when the --check 
option is set).
