I know most are currently handling this over LDAP today to change the 
configuration for the users. We're facing a similar problem because it's just 
not done with providing a good /etc/skel; so I'm looking also into a 
reasonable, easy solution with a HOWTO for sysads. Maybe we could get the 
people together from Linux companies who already have working solutions and 
share them.

Do you mean the companies executing the migrations or those who give away the 
contracts or show intrests in migrating ?

When it comes to executing the migrations at the customer's site at least here 
in Germany that's credativ (where I work, so I'm already facing this problem 
with customers), GONICUS and SuSE.
