I'm fine with whatever the community members choose to graciously share 
with us.

Beyond that, I'd *prefer* that KDE were translated fully into every living 
language on the planet, but I don't think translations are an overriding 
concern in KDE, but rather one of many.  Again, there are many things that 
can make KDE totally useless to a person:

* Lack of a translation
* Lack of a vital feature
* A terrible bug
* Too-high hardware requirements
* Unportability to a given architecture/OS

To trade off one of these (removed features) for another (more 
translations) wins nothing overall.
