How is this different with the current situation ? Currently I can't use
'new' stuff in kdelibs until KDE 4.0 is released. Ok, I can say I 
require KDE 3.1.2, but users wouldn't like that.

Yes, that is something which would need some work, but I think it's 
worth the effort. Once it's possibly to run a script to release a KDE 
app, together with translations, documentation, etc. then I think we 
will see more 'point releases' of apps, which IMO is a good thing.
