It also means that new features in kdelibs, that are not used by konqueror, 
konsole or one of the other few apps in kdebase, will basically sit there for 
an undefined time in kdelibs, waiting to be used. If they have any bugs of 
the hard-to-find category (for example problems on rare system configurations 
or less popular OSes) these won't be discovered before kdelibs was already 
released, because there is no widespread testing like in the beta releases 
now - unless the applications release their betas at the same time.
