Perhaps because translated programs are not important for you, as native 
english speaking developer, but KDE has NO chance in ANY non-english speaking 
country if it is full with not/only-partial translated apps.
Or do you think each mom/dad/school teacher or worker will buy linux/bsd/* + 
KDE and after that go to a english course just to use it ?
Therefor the translaters should get more influence in this matters. (K, the 
can't force devs to do what they want., but they can says them what they 
don't want !)

Just a little example for problems with not translated apps:
What would you do if you get that message dialog with OK/Cancel button ?
"Sind sie sicher ihre Festplatte formatieren zu wollen ? Alle Daten auf ihr 
werden dabei gelöscht."
(without knowledge of german)
