they two locations don't have to be mutually exclusive.

if the inclusion of the config can be made automagic so that any app that uses 
a component gets a "Configure this thing" item in a menu somewhere then a 
control panel area for them probably isn't necessary. if that can't be 
accomplished then such a component-config-catch-all area would cover the 
possibility of an app not providing access to the configurations as it 
should.
