--enable-embedded should disable check for uic

It does, you just need to enable it. (./configure -whatever ; make; cd 
tools/designer; make).
All of Qt designer (including UIC) isn't built by default on Qt/E, but 
works perfectly if you build it.

And since many parts of KDE require .ui files, --enable-embedded really 
shouldn't turn it off.
